1. Red Hulk
It's not really surprising for a Jeph Loeb creation, but everything about Red Hulk is awful.
Red Hulk was the secret identity of General Thaddeus "Thunderbolt" Ross, an army general so obsessed with capturing The Hulk that he turned himself into a version of his enemy. He was basically the US Agent to Hulk's Captain America, a lazy ripoff design with his only character traits being what a horrible jingoistic monster he is.
After Ross was eventually beaten, Banner, for God knows what reason, convinced Captain America that Red Hulk should be put on The Avengers.
In his first appearances, Red Hulk's abilities were hyped up (to the point of practically making him a Mary Sue) as someone as strong as the regular Hulk but with an experienced tactical mind. However, his time on The Avengers was marked by just how incredibly badly he sucked. In most fights, he would barely land a punch on his opponent before getting knocked out. The event Avengers vs. X-Men even dedicated an entire tie-in issue to showing him getting practically murdered by the Phoenix empowered X-Men.
Eventually the real Hulk decided he'd had enough of Ross' nonsense and depowered him before turning him over to the military police for desertion.
