2. Actively Spies On The Entire Planet
S.H.I.E.L.D. is, first and foremost, a spy organization. And while in the 60s when Nick Fury was first introduced, that sounded really cool, today, that comes with some unfortunate subtext that the comics have been unable to truly avoid.
First rule when dealing with Fury is this: assume he knows everything, because he probably does. S.H.I.E.L.D. is always watching, spying on everyone around the planet. How specifically and how invasively their spying gets varies depending on the context and writer, but one could very easily argue that having the power to do so AT ALL, all the while being answerable to no one is a step too far all on its own.
Nick Fury at least tries to be ethical about it, which is more than I can say for the many characters who have taken over for him over the years. But this is definitely too much power for one man, even one organization to have, as it violates God knows how many ethics laws and personal freedoms.
