While Operation: Galactic Storm is just a glorified sequel to the far superior iconic Kree/Skrull War arc, this 1992 mega crossover is notable for further developing the idea of discord between Captain American and Iron Man, helping to set the stage for Civil War more than a decade later. In this storyline, the Supreme Intelligence, the leader of the Kree race, detonates a Nega-Bomb, killing millions of Shiars. Despite this heinous act of genocide, Cap remains insistent that his teammates abide by the Avengers dont kill rule. But Tony Stark pulls rank on his old buddy, and together with a rogue contingent of Avengers, kill the Kree leader. Caps reaction to his teammates comes across as being both inspiring and totally out of touch with the realities of the time. He tells Iron Man that he squandered an opportunity to be powerful enough to cherish life, but considering how this story was published during an era where comic book publishers were constantly trying to top themselves with shock and awe, Cap's do the right thing attitude was in the minority.
