When Hydra took over Manhattan, Fisk had part of the island sealed off, protecting many civilians. While they waited out Hydra's invasion, Fisk tended to the needy and allowed everyone access to his resources, knowing that the people would be in his debt once the crisis was over.

When Hydra was defeated, Fisk announced he would be running for mayor, knowing his popularity had skyrocketed. Although he had a lot of support, Fisk rigged the election to guarantee he would be victorious.

Knowing that Matt Murdock would be gunning for him, Fisk hired his nemesis as his deputy mayor to keep an eye on him.

Ironically, Fisk was left in a coma after being attacked by members of the Hand. These unfortunate series of events led to Murdock becoming the mayor of New York. Murdock used his skills as Daredevil to end the Hand's reign on the city.

When Fisk awoke from his coma, Murdock said he would allow him to be mayor again if he vowed to end his days as his criminal.

So, did Fisk quit his life of crime?

Of course not. If he did, he wouldn't be the Kingpin.
