10. Amazo

This robot mimics all the powers of the Justice League-- any Justice League, but especially the one with Superman, Wonder Woman, Aquaman and the Martian Manhunter, so he can get as strong as all of them combined. In some incarnations, all he has to do is see someone use a super-power once and he can duplicate it. The weight class of superheroes he usually fights and perhaps the limits of his mimicking ability keep him from getting a bit higher on this scale. Villains with similar shticks include the more openly homicidal Composite Man (or Composite Superman) from Legion of Super Heroes and Marvel's Super-Adaptoid. Amazo's not in competition with them really-- he usually just wants someone to shut him off, so he can return to sweet, sweet oblivion, and he figures beating the Justice League will make that happen. So it's not enough to beat the Justice League, he has to be a mope about it too.
