8. Black Bolt
Black Bolt can't rival the Hulk for strength, can't alter reality and isn't immortal; he's no more super-quick, or durable than any other heroes and his telepathic powers have never been particularly remarkable. But what he does have is a single, utterly devastating power that is so grossly over-cooked that he makes this list quite easily.
He literally can't even talk without causing massive damage: he can rase entire cities and crack mountains with a whisper. Imagine what would happen if he got a little animated and raised his voice: it is said he can destroy planets when he shouts, which is just plain unfair. And just in case anyone sneaks up on him, he can channel that power into a near impentetrable force-field, which is just cheating.
If all you really need to do to take down any enemy is let out a bit of a sigh then you are too powerful. If most of your strength and focus has to go into making sure you don't accidentally whisper, you're too powerful. If stubbing your toe could level your entire planet, you're too powerful. In other words, Black Bolt is too powerful.
