Citing both their technological limitations and the invasion of privacy they presented, despite its potential benefits, the concept of electronically tagging parolees had long been stagnant. All that changed when New Mexico judge Jack Love read a Spider-Man comic in the newspaper.

In said comic, Kingpin successfully attached an electronic tagger to Spider-Man in order to follow his movements. Inspired, Love contacted his friend Mike Goss, a computer salesman to help develop such a system that they could use in real life. After testing it on himself, he sanctioned its first official use on five recently released offenders.

The technology had been utilized before, dating all the way back to World War I but this marked one of the first court-issued uses of electronic tagging. This was a huge step towards its widespread use in later years to monitor parolees. Of course, the irony that Kingpin created a real-life way to stop crime is lost on nobody.
