4. Bucky Barnes
Starting off as practically a WW2-version of Robin, then later as a brainwashed, Soviet assassin, Bucky's history has been tumultuous at best, but as the Captain, he was practically perfect.
After Rogers was taken permanently out of action (supposedly) following the events of the first superhero Civil War, his former sidekick took up the mantle, managing to earn the trust and respect of both the American people and Tony Stark (who, you know, had just had a pretty major conflict with the previous Captain), despite operating outside out of the now-established Superhuman Registration Act.
The only problem with Bucky's time using the title was actually how he lost it, with the character 'dying' (because comics) during the Fear Itself event, which, while it did lead to the epic moment that saw Steve Rogers wield Mjolnir, was a frankly underwhelming end to a fantastic era.
