5. Shredder (Teenage Mutant Ninja Turtles)
Shredder, I feel, has always been a very underrated villain. But, rest assured, any man capable of taking on all four of the Teenage Mutant Ninja Turtles at the same time is an accomplished fighter. Therefore, Shredder could be a very interesting foe for Batman. Shredder leads an army of Foot Soldiers (the Foot Clan) who would do most of the leg work when it came to fighting Batman, but if he ever faced the caped crusader himself, it would be one hell of a fight. He also has the resources of the Technodrome at his disposal, is a master strategist, has a genius level intellect and is a master of stealth. In those senses, he's actually very much like a villainous version of Batman and the two would find each other to be very formidable opponents.
