16. Zeus
The first person to ever get between Thor and his hammer came from Thor Annual #8, where Thor had to tangle with another god of thunder: Zeus.
Since these are two gods who are famously notorious for their...less than stellar people skills, of course, the two almost immediately get into a fight, during which Zeus very nearly does the impossible and steals away Mjolnir from Thor.
He reaches out when Thor calls his hammer back to him and manages to stop the hammer in its tracks for a few horrifying moments.
It makes sense that he wouldn't be able to actually wield the hammer since, while not perfect, even original myth Thor is a saint compared to Zeus.
