10. Suicide Squad 23
You might wonder why the first entry here isn't even a Batman title. In fact, Batman doesn't even appear in this entire issue. However, this particular issue is often forgotten, but instrumental to the modern Batman legacy. This is the first appearance of Oracle. A little backstory is required. In The Killing Joke, Barbara Gordon, the first Batgirl, is shot by the Joker, and paralyzed from the waist down. She is forced to retire from crime fighting, and spends a full month in deep depression. However, the drive to save lives can't die so easily. She becomes the super-hacker Oracle, out to help heroes in any way she can with her abilities and sheer intelligence. Oracle is unique among Batman's supporting cast--in superhero stories in general. She starts out as a crime fighter on the streets, but evolves into something so much more. Many disabled readers look up to Barbara as a role model. Her story is inspirational, and deserves to be adapted to the screen.
