Hail Hydra! An evil organisation whose roots lay even further back than anyone can comprehend, Hydra first made their presence known to the world when they threw in with Hitler's Third Reich. After the fall of the Nazi party at the end of the Second World War they managed to escape the best efforts of Captain America, flourishing during his absence and continuing to be an ongoing antagonist for Steve Rogers and the Marvel Universe as a whole, whether the Red Skull is alive and in charge or not. The Hydra Empire has existed in various forms, underground or otherwise, so this could be the one that's lived on in various capacities, or from an alternate reality where they finally took over the world.
