Hoo boy, this could be basically anything. DC are the ones who cornered the market in dystopian future stories for its superheroes (see: The Dark Knight Returns) but Marvel very much took that ball and ran with it. Anyway, this one is for sure the world introduced in the series The Incredible Hulk: Future Imperfect, where a nuclear war has killed almost all of Earth's superhumans and has taken the world to the brink of extinction and Bruce Banner again presides over what's left as the bitter, beardy Mastero.
