The first member to be recruited by Oracle into her little spec ops superhero team was, of course, Black Canary. Though of course, they didn't call themselves the Birds of Prey in that first issue (despite that being the name of the book), Dinah was just doing a favor for a friend by looking into something that concerned her, and things just spiraled from there.

You really can't have a Birds of Prey book without Black Canary leading the charge to some extent. Even when Barbara became Batgirl again and thus Oracle disappeared for a few years, Black Canary was still there. As if to prove how vital she is to the team, the New 52 showed them breaking up for a time partly because of Dinah leaving the group. If Black Canary isn't on the Birds of Prey, the Birds of Prey don't exist.

The team has learned to get by without Barbara Gordon at several points, but Black Canary is always the constant. Which is one of - I imagine - many reasons why she survived the New 52 reboot practically unharmed.
