There's a possibility that the boat may have been missed on this one, as Franco's career has veered firmly away from drama and more into comedy of late (ironically if you're too funny you can't play a character based on a clown...), but you never know.
If Warner Bros. could have their time back, he'd arguably have made a more natural choice for The Joker than Leto did in the Suicide Squad movie. His development as an unhinged, underground mobster with a fetish for knives a soft spot for one Harleen Quinzel, needed a more grounded interpretation of the character, not the larger than life scene-stealer Leto went for.
Franco as a version of the Joker who is emphasizing the crime aspect of the Clown Prince of Crime title - as opposed to the Clown - aspect would have been a better fit with the film and given them room to unravel him further down the line. There's no reason this approach can't be taken in Reeves' project and, if it is, no look no further than Franco.
