The Harry Potter franchise is famous for its employment of iconic British actors. There are plenty of jokes made about how it stars every single English actor, and this clearly caught Bill Nighy's attention.
He claims that he took on this minor role because he was "the only British actor who hadn't been in Harry Potter" and was, therefore "relieved to be invited" - as stated in an interview at the Toronto Film Festival.
It's easy to see that Nighy took full advantage of this offer, as despite the character's lack of screen time, he gave it everything he had.
Rufus acted as the Minister of Magic after Cornelius Fudge and even delivered the items from Dumbledore's will to Harry, Hermione and Ron. Although he wasn't around for too long, he did make a significant impact, setting the leads on the path for the Horcruxes and establishing a far harsher stance against Voldemort than his predecessor.
Additionally, Bill Nighy's welsh accent and theatrically stern performance were incredibly fun to watch. It suited the films' tone perfectly and helped this character become far more interesting than many other actors would have made him.
