Throughout the early '90s O'Donnell was a big rising star after a number of well-received roles in decent films, and someone for some reason thought he'd be a good fit as Robin after watching Circle Of Friends. Logic be damned.
Despite some major criticisms, Batman Forever did make a lot of money, and Warner Bros believed their agenda to make things less dar after Tim Burton was not only justified, but had also worked because of the focus on Robin.
That meant O'Donnell got way too much screen time in Batman & Robin, which apparently made it an awful lot easier to blame him (and Alicia Silverstone), and completely absolve George Clooney of any blame whatsoever. To be fair, it didn't help that he sucked massively either.
What He Did Next
Made a few duds and then went to TV land, where he remains, basically cemented into his NCIS role by the certainty that there will always, always be someone willing to watch it.
