A world in which crimes are punished before they actually happen? Yeah, that seems...problematic. Think about all the times when you've come really close to beating someone senseless for cutting you off in traffic or telling you to smile on the street. Do you really want to take the chance that something wouldn't go wrong and those innocent fantasies of extreme violence wouldn't be taken the wrong way by the pre-cogs? If we got in trouble for every time we plotted the deaths of random strangers who took our parking spots, we'd be in jail for life by this point. Seriously, there are so many ways this justice system could go wrong. Is it really fair to send someone to prison when they haven't ever actually done anything against the law? Sure, we do that sort of thing all the time now, but to have it actually be the central tenet of law seems to be putting a preposterous amount of faith in a trio of people who spend their lives in a bath plugged into a bunch of machines.
