2. Bruce Wayne (The Dark Knight Trilogy) Achieves Absolutely Nothing Except Making Things Worse, Spies On Everyone
We'll ignore the fact that using your company's profits for private gain is technically embezzlement and cut to the root of the problem that Gotham appears to be in a constant state of depression and destitution. The proven correlation between a lack of basic education and crime coupled with the seemingly endless supply of criminal gang members implies that social problems are to blame for most of the city's ills. If only there was someone who could fix this problem perhaps a reclusive billionaire? Bruce Wayne could easily spend some loose change educating the children of Gotham and giving them a better life. His parents knew what to do they rebuilt huge chunks of Gotham and built a monorail to allow both physical and social mobility. What does Batman do? He blows the monorail to pieces and doesn't offer to fix it. That's not even mentioning the amount of private property destroyed when Batman drives about in his illegal street vehicle. Good luck getting insurance to pay out for "Act of Batman". In The Dark Knight he uses all his company's resources to spy on everyone in the city, invading everyone's privacy under the guise of "helping" them. Finally, in The Dark Knight Rises he attempts to do something good and builds a source of sustainable energy. However, when he discovers this could be turned into a nuclear bomb he abandons the project. Does he get rid of the technology? Nope, he leaves it where any old villain can find it and make it go supernova on Gotham. So there you have it, at best Batman is a well-meaning irrelevance to Gotham's social problems. On the other end of the scale he is actually making everything far, far worse for the poor old Gothamites than the Joker ever did. In choosing to dress up in a costume and punch criminals instead of addressing the root causes of the problems, he might actually be a bit of a pervert...
