7. Buzzsaw & Grenade-Carrying Penguins (Batman Returns)

The Concept: Tim Flattery's concepts for The Penguin's penguin lackeys included designs such as a penguin clad in a executioner's hood with a buzzsaw protruding from a device attached to its chest, and one with grenades strapped to its chest. Why It's Too Extreme: Again, for a PG-13 movie, this is probably a little bit too far, and considering how heavily slated Returns was upon release for its dark tone, this could have sunk the film even further with parents who had to console their crying children. The penguins in the final movie had rockets strapped to their backs which they planned to bomb Gotham with, though the idea of a penguin trying to saw people in half would easily have pushed the movie to the R-rated boundary, and the immediacy of throwing grenades compared to the more deliberate nature of rockets also makes for a far more dangerous scenario. Is it hilarious and kinda cute in a demented sorta way? Totally, but it belongs in a different film.
