5. Johnathan Pryce - Tomorrow Never Dies
Tomorrow Never Dies is a criminally underrated James Bond film, but it does unfortunately boast one of the franchise's worst villains.
Johnathan Pryce is a very fine actor, but it's mysterious as to why he decided to play main antagonist Elliot Carver in Tomorrow Never Dies. Pryce is a character actor and a silly villainous part like this was an awful waste of his talents. As a rule of thumb, Bond villains generally work with more flamboyant and over-the-top performances, such as Javier Bardem's brilliant performance in Skyfall, so Pryce's understated acting style was entirely out of place.
Elliot Carver, a Rupert Murdoch parody who wants to start World War III in order to gain broadcasting rights in China for the next 100 years (yes, really), was a terrible villain anyway, but a hammier, more fun performance could've at least made him bearable.
Unfortunately, Pryce plays Carver completely straight (aside from a cringe-worthy scene of him imitating martial arts), so he's simultaneously utterly ridiculous and extremely dull.
