7. Oswald Cobblepot (Batman Returns)
Okay, Oswald didn't end up getting elected, but early on in the campaign, he had everything going for him in his bid to be Mayor of Gotham City. His platform of "Stop Global Warming, Start Global Cooling, Make The World A Giant Ice Box" was a unique stance for a politician. He had beloved local entrepreneur Max Shreck in his corner, and he was driving the incumbent Mayor into a foaming frenzy. And he achieved all this despite eating raw fish at campaign headquarters, nearly biting off his image consultant's nose and giving off an undeniably rapey vibe to his young female constituents. Strangely, none of that seemed to affect his numbers in the polls. You know what did though? BATMAN. After Batsy hacks into the audio and broadcasts a recording of Oswald talking about how he "Played this stinking city like a harp from Hell," he graciously bows out of the race by attempting to blow up Gotham with an army of penguins with rockets strapped to their backs.
