With a focus on marketing and merchandising also, a new Batman movie had to ensure that a wider demographic could be reached. Batman Forever nailed the brief in every respect.
For the older hardened fans, the grittiness was still there (watch the deleted scenes to see what could have been) but for everyone else, a lighter tone meant a much more accessible, enjoyable romp.
Gone were the dark hues dimly lighting every street corner, replaced by bright neon architecture all over Gotham with bright, over the top villains to match.
People will argue to the hilt that a Batman movie should never aim for levels of corniness that would rival the Adam West incarnation, but in reality Batman Forever walks the perfect tightrope of seriousness and corny to make a movie that could stand the test of time and appeal to anybody with two hours of their lives to spare.

Where is it written that an eccentric billionaire with a love of justice cant have a little fun and inject a bit of that into the movie he stars in?
