Again returning to the surplus of ideas that were wrestled with during Age of Ultron's scripting process, a number of new superheroes were intended to be introduced to the MCU in the film's final roll-call scene at Avengers HQ, including Captain Marvel (Brie Larson).

Marvel associate producer Jeremy Latcham said of the sequence, "In really early development there was a notion of there’d be a ton of new people...And then it was like, 'Well, we haven’t really introduced them, we don’t know where they’re gonna come from', and Joss kind of did not love that idea. It was an early discussion, and then that kind of became just Captain Marvel, and then that felt weird just to have one new person."

It's hard to argue with this line of thinking. The MCU has thrived on not rushing its superheroes out the door, and this would've been a firm betrayal of that. Having Scarlet Witch (Elizabeth Olsen) and Vision (Paul Bettany) join the team was enough.
