In the incredibly early stages of the MCU, Captain America's solo movie was envisioned as a film of two halves, with the first half taking place in the 1940s, before jumping forward to Steve Rogers being revived in the present day.

Ultimately this was scrapped, with Rogers only waking up in the present in the final moments of the film, and considering how well the rest of the movie functioned as an adventure throwback, it was definitely the better choice.

Setting just half the film during World War II would've seriously stifled the character development and likely made it feel incredibly rushed, whereas the "fish out of water" fun of seeing Rogers wrestling with his new reality has been steadily doled-out ever since.
