The Avengers was built up and advertised like a disease everyone had to be a aware of- it was everywhere, in the public consciousness. Everyone knew what the earlier films were building to, and that familiarity and expectation is what drove it to become the third-most successful film of all time (that and inflated 3D ticket prices). The Avengers had 4 years. Doctor Who has 50. It is the biggest show in Britain, where everyone knows what a TARDIS and a Dalek are, even if they dont watch the show. Its building a bigger following than ever in America, Australia, New Zealand, Canada and other parts of the world. This is something everyone is waiting for. Imagine the ratings, and the profits from merchandise and DVD sales. This is something the BBC need to invest in heavily to make a huge return. Doctor Who already makes them a considerable amount of money, so build up to it with a viral campaign, documentaries, repeats of old episodes from 1963-2012 and then broadcast it on the same day in every major territory so everyone experiences it together. Make it the event everyone is talking about an nobody wants to miss. Much like The Avengers. Theres a reason it made $200 million upon its domestic opening weekend.
Conclusion
A massive multi-doctor special should be inevitable, and if Moff mucks it up, I dont think Ill ever forgive him. Its surprisingly easy to right, yet incredibly difficult at the same time.
