10. Ultron Causes Mass Destruction, Stark Takes The Blame

The first and most obvious set-up for Civil War is simply the fact that Ultron is going to cause significant damage worldwide during his reign of terror, and naturally, the world is going to want some answers. Inevitably, the general public will find out in Civil War that Tony Stark created Ultron himself, and the subsequent outcry will result in the governments of the world (and possibly the World Security Council) demanding the Superhero Registration Act. This legislation, of course, forms the basis for Civil War's plot, and will likely stem directly from Ultron's destruction and Stark's hand in inadvertently causing it.
