9. The Leader
Now, this one is slightly different to the other villains collected here, because all we see of The Leader in final act of The Incredible Hulk is the very early stages of his origin. Having given Blonsky a transfusion of Bruce Banner's blood, Dr Samuel Sterns is knocked to the floor and is infected with the blood himself, which immediately mutates his head and brain.
We know from the comics that Sterns will go on to become The Leader, no doubt suffering the same break from reality that drives Blonksy to savagery. That much is hinted at in The Avengers Prelude comic when he is confronted by Black Widow on her hunt for Bruce Banner.
Where Is He?
The same Prelude comic established that Black Widow shot the delirious Sterns and he was taken into SHIELD custody, where he remains. Which seems a little harsh, since he hasn't really done anything yet.
Threat Level
If he were to go on to be the same sort of threat as he is in the comics, he could be a formidable, long-term villain - assuming we ever get a Hulk stand-alone movie. He's in the mould of your typical megalomaniac, evil genius, which we've really not seen enough of in the MCU, too.
