8. Zemo

In the MCU's most genius character chance, Helmut Zemo was transformed into a simple man whose world had been torn apart by the deaths of his family in Sokovia. He blamed the Avengers and sought to turn them against each other, which he succeeded in doing before his plot to frame Bucky for the assassination of T'Chaka could even be discovered.

Where Is He?

Having been found by Black Panther, Zemo was handed over to General Ross and imprisoned in the same Joint Counter Terrorist Centre that he broke into to turn Bucky back into The Winter Soldier.

Threat Level

Zemo is fundamentally a broken man, having tried to kill himself at the end of Civil War, and while he's a genius planner who tore the Avengers apart, he was overcome with remorse and depression by the end of his plot, so it's unlikely he's much of a threat now.

Were he to be brought back into action as a villain, he'd need to be weaponised again by someone intent on using what remains of his vengeance against the Avengers again.
