4. Professor Hugo Strange

Initially in the run up to TDKR there was speculation that Tom Hardy had been cast to play deranged genius Hugo Strange, but we all know how true that rumour turned out to be. Yet still, Strange is an excellent villain and one Im still convinced could be a succesful lead antagonist for a future Batman movie. In the most current continuity of the character, Strange is introduced as a psychiatrist enlisted by the GCPD to aid their capture of the Batman. Strange became obsessed with his prey and thanks to his near superhuman levels of genius, he was one of the first ever villains to deduce true identity of the Batman; not to discover it, but to figure it out. His obsession with the genetic perfection of the Batman reached levels of psychosis and Strange was often shown privately dressing up in an ill-fitting Batsuit. That is before he lost the plot completely and went full-blown villain. Strange is a dominant enemy, not because of any combat ability he possesses but because of his unparalleled genius. Hes already been established for millions of non-comic initiates thanks to his inclusion as the punultimate villain in Rocksteadys Arkham City; I think the next exclusive Batman movie represents Stranges time to shine.
