Early on he was referred to as Major Boothroyd or "the armourer", but eventually he became known simply as Q. Standing for 'quartermaster', Q is a title given to the head of Q Branch, the research and development division of MI6. While it is arguable whether Q can be classified as a scientist, per say. I think given Q's long history as being James Bond's go-to man for weapons, gadgets or any other dangerous and useful gizmos 007 can utilize in the field, he has a rightful spot as a man who's aptitude for deadly tools could be consider genius or plain mad. Creating everything from pens disguised as bombs to bagpipes doubling as a flamethrower to cars with machine guns attached, Q can provide any of the tools Bond needs to complete his mission. Given that Q's work involves vast amounts of experimentation and technological prowess, the quartermaster is a scientist by any definition of the word. With a savvy mind that goes beyond the over-the-top devices, Q has shown knowledge in computer systems also, proving a valuable asset to James Bond and MI6 on and off the field in real time.
