7. Wolfgang Von Strucker

Baron Wolfgang Von Strucker was another of those big deals in the comics who didn't get the screen adaptation treatment they deserved. On the page, he was one of the most prominent figures in HYDRA who stood in for Red Skull and more than warranted top billing in a movie.

And while Thomas Kretschmann was great casting for his first appearance - in the post-credits scene of Captain America: The Winter Soldier - that promise of a high billing simply wasn't delivered upon. By the time Age of Ultron came around with its new villain, Von Strucker was suddenly a loose end that needed tying off, so the first sequence was dedicated to him being toppled.

As if that wasn't enough, this iconic villain - who wasn't given any sort of his own story - was then killed off by Ultron to get him out of the way entirely.
