17. Jigsaw - Saw

While many hardcore horror fans often bemoan the lack of good quality horror movies in recent years, there are some exceptions, even if those exceptions - like Saw - eventually led to a string of increasingly poor quality sequels and rip-offs. Saw might be raw, bloody and lacking in the psychological depth of David Fincher's Seven (with which it is often compared) but for a low budget horror movie it's about as effective as they come, delivering some truly grotesque set-pieces and introducing audiences to perhaps one of the few truly iconic horror villains of the 21st century, Jigsaw.
