15. Malekith
You shouldn't hold The Dark World against its villain: on paper Malekith, the commander of the Dark Elves army is actually a very powerful character. It's just that he wasn't particularly well-served by the film he appeared in.
Even without matching his comic book counterpart for powers, he's able to fight off Thor in straight combat, which is incredible since he's basically He-Man. That's not to be dismissed at all, because there are few characters in the entire MCU who have ever stood nose-to-nose with Thor.
He of course wielded the Aether too, and it's already been proven that only hugely powerful characters can command and use an Infinity Stone without evaporating like one of The Collector's slave girls.
