22. Blackout (Ghost Rider: Spirit Of Vengeance)
Blackout was the main villain in the Ghost Rider sequel, Spirit of Vengeance and, while he was rather lame as a character and significantly changed from his comic book version, he was still pretty powerful. In the movie he was Ray Carrigan, a mercenary, drug dealer and gun runner who was turned into Blackout by the devil in order to pose a threat to Ghost Rider. Essentially, he was a human with the borrowed power of enhanced physical abilities and a death touch which sapped the life out of anyone or anything he came in to contact with. His physical strength and durability enabled him to tussle with the Ghost Rider himself, which is no mean feat, and anyone who can kill a living being by merely touching them with their finger has to be considered as a powerful individual, regardless of how poor a portrayal of a character they are.
