4. Hedorah
Hedorah the Smog Monster first appeared in Godzilla vs. Hedorah in 1971. Since her introduction, Hedorah has appeared in various media for decades. However, you should not put your money on seeing her in the Monsterverse.
If there is an overarching theme in the Monsterverse, and all Toho monster films, it is mankind's hubris with nature. Perhaps no Toho creation embodies this idea more than Hedorah. As a creature created to symbolize increasing urban pollution in Japan, Hedorah is entirely composed of man-made pollutants.
The major issue with including Hedorah is cinematic. Currently, the monsters are being presented as prehistoric entities and the true rulers of Earth. Including the Smog Monster may align with the themes of this universe, but the Monster may be too ridiculous to feature.
Also, Toho has managed to create a plethora of iconic monsters. With a limited license, Legendary Pictures would rightfully want to include as many of them as possible before the license expires. With more notable kaiju such as Anguirus and Destoroyah at their disposal (and also having the option to create new monsters like the MUTOs in the 2014 film), Hedorah is seemingly pretty low on the depth chart.
