Agent Venom was really where Marvel started to have fun with the Venom mythos, and though the wearer of the symbiote during this period was none other than Flash Thompson, it would be just as easy to substitute Flash for Eddie.

For those not familiar with the Agent Venom storyline, it basically involves Flash Thompson - an amputee and veteran of the War on Terror - as he's given the chance to serve his country with the aid of the symbiote, who the US government had recently acquired. From there on in, Thompson completes off-the-books wetwork for the US Army, before eventually heading to space to link up with the Guardians of the Galaxy.

For the MCU, it would be easy for Marvel to not only substitute Flash for Eddie, but to switch the 'government' for Nick Fury's new operation. Considering we've never really seen Fury link up with the symbiote before, on top of the fact Samuel L. Jackson's character is experiencing something of a resurgence as of late, and it seems like a no brainer to have the two properties interlink - especially now that Peter Parker is hanging around with the Colonel and his confidant, Maria Hill.
