Just as the real-life publication history of Shazam! is that he was a character inspired by Superman, so to was the in-narrative character.

In the runs on the character that have been published since DC got the rights to the character, the real world history has blended and melded together with that of the character's fictional history. Now, Billy Batson spends his youth looking up to heroes like Superman and wishing to be one of them. When he does acquire his magical abilities it is a dream come true.

Again, with so many ties to the DCEU and to Cavill at their fingertips, it's hard to believe the film wouldn't go for this plot point. It would serve as a wholly logical reasoning as to why Billy wants to be a hero and as to where he has been during the rest of the events that have transpired thus far.

Just like the kids who are filming on their cell phones in the opening of Justice League, Billy has been watching eagerly as his world becomes populated with real-life superheroes.
