3. Huntress
Huntress (the Helena Bertinelli version to be specific) shares some similarities to Raven by being the daughter of evil, but she is spawned from a far more human menace: the Mafia. Her parents murdered by a rival family, Helena took a page out of the Bruce Wayne playbook and spent years training to fight back against organised crime as the Huntress, but she is a bit more relaxed on that whole killing thing.
A Huntress movie has some unique possibilities. Who doesn't want to see a Scorsese-like mob movie interrupted by a purple-clad woman with a crossbow killing everyone? She'd be another great character to take R-rated with some Punisher-like grit, but also some sophistication as Helena mingles her way through the underworld to spy on her targets.
It'd also be an interesting opportunity to bring Batman in as something of an antagonist who opposes Helena's methods, something Suicide Squad had the right idea about but didn't take full advantage of. There's then the possibility of Huntress teaming up with Batgirl and Black Canary to form Birds of Prey, and then we can get the first all-female superhero team-up movie.
Huntress has made several appearances in other media, including Justice League Unlimited and Batman: The Brave and the Bold, but most recently she appeared as a recurring character in the first two seasons of Arrow, where she had a brief fling with Oliver Queen and was eventually defeated by Canary; she has yet to show up since for reasons unexplained.
