It's probably not a name you're particularly familiar with, but SHIELD Specialist Cameron Klein is pretty much one of the greatest heroes in the MCU who doesn't possess even the slightest power.

He is the SHIELD technician who refuses to cooperate with HYDRA's demands when they take over SHIELD head-quarters in Captain America: The Winter Soldier. And as a reward for his loyalty to the cause, he's clearly been promoted, as it is he who leads the coordinated attempt to rescue all of the Sokovians onto the SHIELD heli-carrier here.

There are also other call-forwards to possibly emerging characters - particularly for Black Panter. You have to suspect that Klaue's girlfriend - immortalised in the photo frame on his desk - is going to be important (since he's mostly been a lone wolf in the comics), and there's every chance that his unnamed mercenary will turn out to be Man-Ape, a Wakandan-born villain with previous with T'Challa.
