The Supposed Evidence: His Savage Hulk persona was all but confirmed by the Funko Pop Vinyl tie-in line, and LEGO revealed that he would be imprisoned at one point during the battle.

The Reality: Aside from a vague mention that public opinion had turned against him, Banner mostly got away with his rampage. He didn't visibly kill anyone, the Avengers all forgave him because of their own experiences with Scarlet Witch's powers, and he could have stuck around.

In the end, it was only Banner who judged himself and sent himself into exile, having apparently finally taken control of the Hulk.

Would It Have Been Better? Well, the Planet Hulk set-up would have been good, but though it would be a brave move by Marvel it's not actually impossible. Having him decide to go himself was more touching.
