6. How Did The Sceptre Make Wanda And Pietro Into €œMiracles€?

If Loki's sceptre really is just powered by the Mind Stone €“ which, along with making you psychic, boosts any other magical powers you have €“ then how did HYDRA use it for anything, let alone turning Wanda and Pietro Maximoff into mutan...miracles? In Age Of Ultron it's suggested that they weren't the only ones offering them up as experimental guinea pigs; they're just the only ones that survived. So...using the sceptre to give people superpowers is really painful, or potentially fatal? How does it even work? Some of the abilities Loki wielded whilst he had his sceptre make sense as boosts of his existing powers, but the HYDRA agents presumably didn't have the power of making people into €œmiracles€, or "enhanced" as they're called here. They'd need to have at least been on the cusp of that, with the Mind Stone finally tipping them over the edge. But still, how were they using it that it kept killing people? And how did it make Pietro super fast, and Wanda all magic and stuff? Was it boosting their natural abilities, too? None of that's explored at all and, given how it ends for one of the twins, likely never will be.
