This title clearly relates to the biggest aspect of Luthor's argument to the government in the wake of Man Of Steel's catastrophic destruction of Metropolis: the citizens who died, lost their livelihoods and had to pay the cost of the damage were collateral damage. Though the narrative of Superman's battle with Zod should have been transmitted, there's a distinct possibility that his interference to stop the surviving Kryptonians from terraforming has disappeared under the weight of propaganda against Superman and superheroes in general. Lex Luthor has a powerful spinning wheel after all. The idea of the Kryptonian battle taking place on Earth is an emotionally pertinent one, and it fits in with the shots from the trailers of humans holding placards denouncing Superman as an alien. His integration is key to his acceptance as a hero, and the agenda to discredit him as something other, something "alien" in more than one meaning is Lex Luthor's greatest intangible weapon against him.
