3. Baron Zemo

Well, he's the closet thing that Captain America: Civil War has to a main villain; it seems safe to suggest that he's not going to wind up "winning" in any way, shape or form by the time the credits are rolling. After all, at least one "bad guy" needs to be beaten to a pulp, right? Granted, Baron Helmut Zemo's place in Civil War is yet to be unveiled, but it stands to suggest that he'll be positioned as something of a common element at which the movie's rival superhero factors will ultimately find themselves facing off against. You know, a kind of: "Hey, why are fighting each other, guys? Baron Helmut Zemo is the real villain here!" At least, that looks to be the way things are headed from what Marvel have told us so far. Considering that the MCU's major storyline is currently rocketing towards a little thing called "Infinity War," you can imagine Baron Helmut Zemo is going to find himself down and out at the end of the movie - imprisoned or (less likely) killed. There are rumours that he'll return in Doctor Strange, but that doesn't prevent him from emerging as a big loser in Civil War.
