3. Loads Of People Will Die Because Of Cap

It€™s been a popular assumption for a while that Cap€™s fight with Crossbones will be an early action set-piece in Civil War, possibly the key inciting incident where innocent people once again get caught in the crossfire of superhero activity, leading to a push for the Sokovia Accords. This shanty town-looking locale seems to be densely populated, and it€™s somewhat irresponsible of Cap not to lure Crossbones into a emptier area (just as major populations were endangered in both Avengers movies and The Winter Soldier). Perhaps loads of people will die as a result of this fight in the middle of a busy marketplace, prompting General Thunderbolt Ross and the rest of the US government to call in Cap and attempt to set him straight. Or, putting on the tin foil hats, Crossbones is just the distraction, with HYDRA is actually scheming elsewhere; while Cap is blinkered by the task of fighting his old enemy, he€™s actually completely missed the bigger picture. This would add credence to the argument that Cap needs government support, and help establish the character as highly fallible.
