8. The Fear Of The Hulk (And Maybe Thor)

Given that he very publicly went ape-sh*t and tried to kill everyone - including his own team-mates who had to take extraordinary measures to stop his monstrous rampage - the fact that Hulk has gone off-grid should be slightly concerning to the general public. How It Would Work With the general feeling that superheroes should be held accountable for their actions already rising in the wake of both Avengers movies, him being rogue could well be what tips public sentiment over the edge. General Ross could lead a campaign to have Hulk dealt with that ends up becoming a focal point for the team behind the Accords. The Evidence Well, it's a known issue already, and the fact that Ross is going to play a key part in the film (presumably to point and laugh at Tony Stark and say "nerr nerr, I told you so" repeatedly) suggests that Hulk will be conspicuous by his absence. So despite him not being physically present in the film, he's still going to be shaping the plot in some way. The Likelihood It's bound to play into the mentality, but it won't be the trigger event. It'll be more like his track record informs how severe the restrictions are in the Accords, throwing weight behind the pro-regulation forces.
