10. Scarlet Witch

Wanda Maximoff has a lot going for her in Civil War: she's rather charitably given the extra meaty status as the real trigger for the Accords, having killed more innocents in Lagos and she basically takes the place of Hulk. Both are untrusted with potential for massive damage amidst concerns over their ability to control themselves, and both are basically in love with another species against good judgement.

Wanda's value in the field is also to her advantage (aside from, you know, accidentally murdering Wakanda's special envoy to Nigeria by accident), with a significant ramp up in her powers. The fact that she can now manipulate molecules, gases and Infinity Gems persumably means we're going to see an even more powerful (read dangerous) version in Infinity War.

It's just a shame Elizabeth Olsen lets her accent wander all over the world and there are some inconsistencies in her power levels. They're far more fatal though.
