7. General Ross

General Ross is making his return to the Marvel Cinematic Universe in Civil War, having last appeared in 2008's The Incredible Hulk. William Hurt is reprising his role as the character, but the depiction is expected to be an entirely new iteration. He has a completely new look - his hair is completely different, he's dressed a lot smarter and Hurt has lost weight, so he's not as physically imposing - and he'll be a figurehead in the implementation and enforcement of the Sokovia Accords, as opposed to a man dead set on capturing the Hulk. That'll make him an extremely important character and you can expect him to be giving a commentary on events as they unfold throughout the entire movie.
