In possibly the most surprising revelation of the trailer, it seems that the Russos have chosen to retain Prison 42 - the holding pen for superheroes who refuse to be registered in the comic book Civil War arc. The fact that it's hidden under the sea (rather than in the Negative Zone, which belongs to Fox in movie rights terms) suggests not only that it's the superhero equivalent of Alcatraz, but also that it probably also exists and the Accords have been planned for a while.

So Mark Millar really wasn't kidding when he said the film was actually closer to the comic source than was initially suspected. There's also another point of inspiration: in the comics SHIELD of course have an aquatic prison called The Raft.
