13. Lyutsifer Safin - No Time To Die
Even though the villain of No Time To Die, Lyutsifer Safin, makes an intriguing and genuinely unnerving entrance, he's disappointedly absent for the next two hours.
The way Madeleine Swann speaks to Bond about this scarred mad man, he sounds like such a monster that could surpass Blofeld in terms of pure villainy.
But as we get to know more about him, Safin comes across as just another evil dictator. Rami Malek is fittingly creepy and the way he gets under Bond's skin is unsettling, but his motivation is bafflingly plain. (It's also not made clear why he wishes to commit genocide explain to make the world "tidier"). Considering No Time to Die is Daniel Craig's last outing as 007, it's a shame his final foe was a dud.
